Using the non-equilibrium statistical operator method it is proposed a statistical description of electro-diffusion transport processes of ions, electrons, polar molecules in an "electrolyte -- electrode" system which are consistent with the Maxwell equations. Generalized transport equations of ions in the "electrolyte -- electrode" system are obtained as well as quantum kinetic equations for intercalate ions and phonons of the electrode matrix.
